Why Is Kazakhstan Considering a Tenge Stablecoin?
Kazakhstan has spent much of 2026 building the legal infrastructure needed to move digital assets beyond cryptocurrency trading. A comprehensive digital-asset regime took effect on May 1, creating regulated categories for stablecoins, tokenized real assets and digital versions of traditional financial instruments.The NBK has also identified stablecoins as a potential tool for cross-border payments and settlements involving digital assets. Earlier this year, the central bank approved pilot projects that included a tenge-backed stablecoin, asset tokenization and crypto-to-fiat payment infrastructure.The proposed Tether collaboration therefore builds on an existing policy rather than introducing the concept from scratch. It would also sit alongside Kazakhstan’s digital tenge framework, giving the country potentially different forms of blockchain-based money: a central bank digital currency and privately or institutionally issued stablecoins operating under regulatory oversight.

What Could Be Tokenized in Alatau City?
The memorandum also calls for the parties to identify asset classes suitable for tokenization, develop a conceptual framework and prepare a pilot within Alatau City.Possible assets have not yet been selected. Kazakhstan’s broader digital-asset framework, however, already accommodates tokenized real assets and traditional financial instruments, while the NBK has separately discussed tokenized government bonds.Alatau provides a controlled environment for testing those models. Kazakhstan enacted a constitutional law establishing a special legal regime for the city in May, with major provisions beginning to take effect on July 1. Why Is Tether Expanding Into National Tokenization Projects?
Tether’s possible role extends beyond issuing a stablecoin. The parties are considering Hadron by Tether, its infrastructure for creating and managing tokenized assets, as technology for the Kazakhstan project.Hadron supports the issuance and lifecycle management of instruments including stablecoins, bonds, funds and commodity-backed tokens. Tether has increasingly presented the platform to governments and financial institutions as infrastructure rather than limiting its business to issuing USDT.The strategy is already appearing in other markets. In July, Tether signed an MoU with the Nairobi Securities Exchange to explore tokenized securities and blockchain-based market infrastructure, including the possible use of USDT for settlement.Tether’s scale gives it substantial financial and technical resources for that expansion. USDT’s market capitalization is now about $184 billion, substantially above the roughly $140 billion cited in earlier material about the Kazakhstan project. Its gold-backed XAUT token has a market value of about $3.4 billion, providing another live example of an asset represented and transferred through blockchain infrastructure.
What Happens Before Any Stablecoin Is Issued?
The immediate work is research rather than issuance. Tether, the NBK and Alatau authorities plan to study reserve and issuance structures, examine international stablecoin models, identify suitable assets and prepare pilot proposals.They will also conduct workshops for central bank staff and other government bodies covering reserve management, stablecoin issuance and real-world-asset tokenization.“As part of piloting tokenization projects, we intend to thoroughly study international best practices in stablecoin issuance and real-world asset tokenization,” NBK Deputy Governor Binur Zhalenov said.
